ANSWER: No. It’s not mandatory for the person who is reciting it to offer it but it is a highly recommended sunnah. If he offers it, it is sunnah for those listening to him to offer it as well but it is not mandatory.

ANSWER: No, this applies only to traveling and going up and down mountains or hills. Doing it while going up and down the stairs would be bid’ah.
