My brother is blind and he has a daughter. At the time of my niece’s marriage can my brother(it means her father) be walee to her? Because recently I heard that if a father is blind he can’t be a walee to his daughter.is this true?

I am a muslim and my parents are not. I married a muslim man but when we made a nikah my father (christian) was my guardian and imam didn’t know that I converted to Islam.
