Repeating the name “Allah” a number of times is not part of the Sunnah as some sects in Islam does that by say “Allah” a thousand time. You make thikr by praising Allah and glorifying Him.

It appears to be a bida’ah as there is no evidence from the Sunnah that our Prophet salla Allahu alaihi wa sallam used to say this before Du’ah.

It is not a Bid’ah as the Prophet salla Allahu alaihi wa sallam did it for one month and then stopped it. However, it is not part of the Sunnah as he stopped doing it.

The hadeeth is not authentic. Therefore it is not permissible to wipe over the face.
