Who is Hassan al banna???

Hasan Al Banna was one of the reformers who established Al Ikhwan Al Muslimoon group. He is not known to be one of the scholars of Islam as he didn’t have the sufficient knowledge, though his father was a scholar.

When is it permissible for a Scholar to give fatawa? How do you measure whether a person is qualified to give his own fatawa? Does he need an ijaaza from another Scholar or Mufti? What is the procedure?

There is no procedure. A person who is acknowledged by scholars to be of knowledge can give fatwa.

Does a scholar have to study under other scholars to become a scholar, or can a talibul-ilm become a scholar by studying the deen himself.

A scholar can’t become one without studying with scholars who would correct him and clarify things for him. It was said that whosever his teacher is his book, his shortfalls would be more than his right choices. Never the less, a student of knowledge is better than an ignorant one all together.

If one gives da’wah and seeks knowledge and his intention is for the sake of Allah, but he seeks also fame and respect from others while doing so. Is this permissible or not? or is this makrooh?
