Is it permissible for a father to select somebody else like his son to be a walee for his daughter’s nikaah?

This is permissible as it is giving him the power of attorney.

Is it permissible for someone to do nikkah with the same person for a second time? For example if both were studying abroad and already conducted nikkah but then when they are returning back to their native country their families want them to re make the nikkah… is it permissible in islam?
