Doha prayer’s time is from 15 minutes after sunrise until 10 minutes before the Athan of Thuhur.

If it is the kind of rain that would wet the clothes and make the ground muddy, the answer is yes. One can also join in the masjid Asr to Thuhur or Isha to Maghrib.

Because this is how our Prophet salla Allahu alaihi wa sallam used to pray.

There are 2 rak’ah before Fajr, 4 before Thuhur and 2 after Thuhur, two after Maghrib and two after Isha. As for the second part of the question, this needs a lot of explanation. Be more specific.
