is it permissible in islam to dig up Well for water in a flood stricken area where everything was wiped out with flood and everyone[rich and poor]have no clean drinking water, with Zakat money?Can zakat be used for well from where all rich and poor will drink now and later on too? plz reply as soon as possible as they all are in dire need of water in those areas.

I am a doctor and I have both male and female patients, I have to take their pulses, blood pressure , examine their chest heart beat via stethoscope and other aspects of medicine, usually I donot see the private parts of the patient. But still in order to examine them I have to touch their hands or legs or chest.. Is my income halal if I am touching a non Mahram for it?
