In our local masjid, they pray qiyaam ul layl in dark, i mean they off the lights in the masjid. so is it allowed to do so? is it makruh to pray in dark?

I wantd To ask abt paying zakat this Ramadan. Say I have Rs 1lac in my account for less than a year.. Do I have to pay zakat for it?
