We don’t call people as such before fulfilling the conditions and ensuring there are no obstacles. If the scholars spoke to him and clarified things to him but he still insists on that, such a person would be considered as a kafir.

Because usually Saudi starts to fast a day before compared to people of India so there is a day difference.
