It is permissible for a woman to make I’itikaf if it is safe for her in the masjid.

If you mean leaving the masjid you are doing itikaf in to another masjid, this is not permissible.

The hadeeth that indicates this is understood that there is no I’tikaf (better) than in the three masjids, not that it is only limited to them.

Can we keep a niyyah for I’tikaf every time we enter the masjid ?? and what should we say the niyyah as ?

This is permissible and there is nothing to say. The only thing needed is to have an intention.
