The beard by definition is the hair that grows on the jaw and cheeks. Hair under the eyes or on the cheek bones are not part of it.

My wife has missed fasts during ramadan because of pregnancy.. She wants to keep the fasts of ashura. She was wondering can she combine the intention of ashura fast/missed ramadan for one fast. Or do missed ramadan fasts have to be done separately.. can she combine the intentions.

This depends when Fajr is due. You must not depend on the Hanafi timetable as their Fajr and Asr are wrong and not according to the sunnah.
