Can sadaqah be given to non Muslims? CAn it be give to Muslims that have different or deviant aqeedah, like visiting the grave of certain pious person is equivalent to hajj. Can I give sadaqah and zakah to such muslims?

In our village people do so many biddah, l am planning to request a teacher who can teach quran with translation and explain the meaning. This teacher has to go by bus in our place.
