My mom burned her foot, so they put her foot in a cast, but the toes are exposed, she is not meant to get the cast wet also the water causes pain, she is currently wiping over the cast even with the toes exposed; is this ok?

I wanted to know that does the pen ink restricts wudhu,as many times when i use a pen it leaves ink marks on my hands and i notice them after my prayers,do i have to repeat my prayers in such cases?
