ANSWER:

This is only to be recited after wudu and not after ghusal. 

After making wudu or ghusl, I say: “Ashhadu an laa ilaaha ill-Allaah wahdahu laa shareeka lah, wa ashhadu anna Muhammadan abduhu wa rasooluhu.” Sometimes I say this after I have dried myself completely with my towel. Other times I say it before I dry, and sometimes I say it while I am drying. Is all of this permissible, or must I say it at a specific time?
