ANSWER: It is not permissible to disobey authorities in halal things. You are sinful for breaking the law and most likely you will cause others to insult Islam and Muslims for making the area dirty or for harming these animals with such food.

QUESTION: I am sponsoring a hafiz(kid memorise Quran in madrasa) in a village in Pakistan through a muslim online charity.
