ANSWER:

Willing to convert to Islam doesn’t make one a Muslim, taking the Shahadah and practicing the religion makes one a Muslim.

If she didn’t do that till now and she is waiting for you to give her the green light, this means that she is not interested in Islam and after marriage and probably after two or three kids, she might go back to her previous beliefs and run with the children and raise them up as atheists without you being able to do anything about it. 

What is your advice on marrying an atheist that is willing to convert to islam ? What is your experience with people doing this sort of marriages , is it worth it because I’m not Allah and i cannot question a converts islam but i feel like i can’t be as safe as marrying a muslim woman…. even if i i don’t have chemistry for her(the muslim woman)
