ANSWER:

This is not only permissible but it’s a very good gift providing your friend is Muslim. However, you must choose the authentic translation and Tafseer. 

The best translation available is of Sahih International. 

In english you can refer to tafseer Ass’idi, and if not possible, then tafseer Ibn Katheer.

What is the reward for gifting someone The Holy Qur’an with Tarjuma and Tafseer? Will we be rewarded for that? I’m planning to gift one to my friend as Ramadan gift.
