ANSWER:

This is absolutely baseless. 

You can give charity and make dua on behalf of anyone, whether you are related to them or not. 

Is it true that any act of charity given or done in the name of a loved one doesn’t reach the person (deceased) unless it is from children to a parents? For example, a sister cannot give charity or build a masjid (sadaqatul jariya) in the name of her sister or brother that passed away.
