If he is taking cases and applying the rule of secular states, this is forbidden as one can only rule with the Islamic law. It is permissible however to accept cases where Islamic justice would be applied but only in accordance to Islam as in the case of someone filing a case against a company that took his money. The only way to do that is to go to court.
