I don’t know of such a hadeeth as I have never heard of it and I don’t believe it is authentic.

Is it obligatory to establish or join an Islamic group in order to form an Islamic state? As there is a Hadith interpretation (I am ordering you five things, Allah has orderd me: organization, hearing, obidence, Hijra Jahad).
