ANSWER:

If you forgive him by your own will (without any pressure from anyone) then he’s not obliged to pay you later. 

But if he does then there’s no problem in accepting it. 

If I forgive my husband the Mahr because he is not capable of giving it, can I accept it when he gets money and he wants to give the Mahr to me?

In my country a system of dowry prevails where bride’s family has to give groom furniture,bedding,electrical appliances,utensils,crockery and other household items.But when it comes to mahr an amount is fixed verbally which is never given in reality.If a girl wants mahr then also it is not given.It is given only in case of divorce.So will the marriage be valid without mahr?
