ANSWER:

Such a person can’t be “practicing” while willing to be engaged to such an individual!

This falls under the definition of dayyouth. She is not the last woman on earth! 

If a person who’s practicing has attached himself to a girl who is not practicing and she is in haram relationship/close to marriage can such person make dua to get married to her or is it transgression in dua?
