One must marry a person who fears Allah and is practicing. Such a person who had the tendency to fornicate can do it again unless he/she repented for real and became a true practicing Muslim. 

If a person committed zina, should he/she marry that person itself after repenting it and completely stoping the haram relationship? . Bcos both person can marry if they wish for, both are young and unmarried.
