ANSWER:
If the boy is financially independent, as a man, he must propose to the Girl’s father for her and if he agrees, he can get married to her.
He does not need anyone’s permission to get married except the girl’s guardian.
If you are serious about marriage, approach her father for her hand in marriage without having any communication with her whatsoever as premarital relationships are totally prohibited in Islam.
