Whoever does takfeer to the Muslim rulers of Saudi Arabia, they themselves are Khawarij.
They are saying things that they didn’t witness and have no solid proof over. Allah will ask them on the Day of Judgment on their lies and false claims. Allah says: “And they make the angels who themselves are slaves to the Most Beneficent (Allah) females. Did they witness their creation? Their evidence will be recorded, and they will be questioned!”
