You should not give your charity to beggars, rather give it to poor and needy Muslims you know in your community as our Muslim brothers and sisters have more rights over us. 

How is the best to do/to prioritizing giving charity? I meant we don’t know if they are Muslim or not and will use it to their need or for their own pleasure in maksiat or they are just acting in need and look miserable because in this age many people become liars
