I read in site that kohl and makeup in the inner eyelid (that is between the part where the hair of the eyelashes begin up to the eyeball)doesn’t need to be removed during wudu since it doesn’t belong to the external face, is this true?

Is it permissible for a women to wear shorts made for excersing that are loose and are half way on the thighs only around women.
