If a person was sitting or standing when another started prayer, this is permissible and he would act as a Sutra (visor or partition).

It is a highly recommended Sunnah to raise the hands every time you go for Ruku and when you raise your head from the Ruku position and only when you stand up to the 3rd rak’ah. It is not mandatory but highly recommended.
