Yes this is fine. No need to make another wudu and use Miswak again right before going to bed, unless you broke your wudu after your Isha’ prayer. As for using the miswak, I don’t remember any authentic hadeeth stating that it should be used as a sunnah.

What counts is the wudhu after Fajr! If The second time you put on your socks you were in the state of wudhu from fajr, this is sufficient and you can wipe. If not, due to answering the call of nature while having ghusul or before that, you can’t wipe on your socks.
