The witness should be trust worthy Muslims.

As for the guardian of the bride, the question was not clear. if you mean that can he send his son to ask his sister for her approval to the proposing man, this is permissible.

When nikah is taking place can the father wali appoint someone else to act on his behalf and ask permission from the bride Also do the witness’s have to be pious for nikah to be valid,what if they are ok Muslims I.e. they pray but may miss some prayers and commit other sins.
