This is not permissible as this is considered to be hoarding and harming muslims by raising the price in exchange for their need. 

Is it permissible to sell hand gel in much higher price then they were few weeks ago because the market price of them are gone high, although the cost of production is still the same? Is this not a form of riba? Thank you for your time and reply.
