ANSWER:

Commuting inside the city limits does not require a woman to be accompanied by her male mahram, providing its safe for her. 

Traveling outside the city borders is not permissible for a woman without being accompanied by her male mahram. 

Women aren’t allowed to travel without mahrams.My question is when a woman is going to school/college does it come under the circumstance of travelling??
