Why does imam shafi and imam hanbal consider female circumcision to be obligatory while imam abu hanifa and imam maalik consider it to be only desirable?

We know that all the rulings(halal, haram, sunnah, makrooh and muba)in islam are fixed by Allah.So, when we hear the dispute among the scholars like one scholar said this particular act is haram while the other said it’s permissible. So,the scholars who we agree with, can we say that this particular ruling has been made permissible or haram by Allah while there are other opinions of many scholars backed by strong dalil?
