ANSWER:

You can say it before entering the washroom or you can say it in the washroom in your heart without moving your lips or tongue. You can skip it altogether as well because saying it before making wudu is not mandatory.

While doing wudu(ablution) for the purpose of performing salat in bathroom, can we say “bismillah”? If not, in that case, can we say “bismillah” before entering bathroom so that it works like saying “bismillah: before wudu(ablution)?

My question is that is it true that we can wipe over our socks in wudu only if we don’t have water available ? If i have water but still I wipe over my socks ( not everyday) will my wudu be valid ?
