ANSWER:

We don’t have a specific hadeeth telling us. Therefore, if someone is paying alone, he should say it as he is rising from sujood.

But if he is leading the congregation, he should say it as he is rising from jalsatul istiraha and Allah knows best. 

When to say takbeer when rising up from sujood for the 2nd or 4th rakah after doing jalsah al-istiraahah? Should we say it while raising our head from the ground or after doing jalsah al-istiraahah and while getting up for the next rakah?
