It is permissible to recite it after maghrib of Thursday until the maghrib of Friday

When is the best time to read Surah Al Khaf? Starting Thursday after Maghreb or Fajr?

Can the sunnah of the prophet saws abrogate verses from the quraan as a local sheikh was giving an example about inheritence? I was not sure as I heard many scholars say this can not happen. please can you give an explanation with examples if applicable.
