ANSWER:

Yes, you must wash the whole arm including the hands and fingers.

Washing the hands in the beginning is a sunnah and not mandatory. If you skip it and begin with rinsing your mouth, nose and washing your face, this is totally fine.

If after wudhu wind passes, should we make complere wudhu with astanja or onl wudhu without astanja is enough

For wiping over the socks in wudu, do we have to make wudu before putting socks or can we just wash our feet before putting socks?
