When I get late to the mosque and the salah has already started, there are people who start the second row without completing the first row, and I join the first row at the end. Is this correct?

I prayed the prayer which had to be made up (because the menses started during that time), but I read that if a woman finishes menses before the sunset, she has to pray Zuhr and ‘Asr, but it wasn’t time to pray any prayer at the moment so I waited until Zuhr time to actually pray Zuhr, and ‘Asr time, to actually pray ‘Asr.
