Depends on what is in his heart and his intention.

He is without doubt committing a major sin and it can be major kufr as
well depending on his intention.

When a person sits in a gathering wherein the people are engaging in talks and discussions which is considered major kufr in Islam and this person doesn’t object to such talks and discussions nor does he leave the gathering but he only hates such talks and discussions in his heart. Is this person a kafir?
