The most authentic opinion is that it is permissible for such a person to offer Umrah, Hajj, give charity and fast mandatory fasts on behalf of a deceased person.
It is not permissible to read quran or adhkar on his behalf.

What actions are permissible to carry out on behalf of the deceased,like Hajj,Umrah,reading Quran on their behalf,reading certain surahs/adhkar on their behalf,charity? Can people gather in groups and recite Quran/adkharand forward it on behalf of the deceased?

As for the ayah in surah yusuf, which says La taknutu min Rauhillah, is this kufr? As the later part says , none does so except the people who do kufr.
