In the case of blowing on water after reciting ruqya on it, this is permissible. But you should not blow on liquid or your food to cool it down, as this is what the Prophet salla Allahu alaihi wa salaam told us.

u have said on fb that after reciting ruqya blowit on water and then drink it…i want to ask that isn’t it forbidden to blow on water or any other eatable?
