ANSWER:

How do you know they don’t pray? Do you follow them 24/7 and monitor their moves and see if they’re praying or not! 

This approach of giving takfeer to people is the way of the khawarij, you must be very careful and never do this.
No problem in your mum feeding them even if they were hindus or Christians or any non muslims. 

There are people in our area they collect trash from each house and are very poor.They always ask my mom to give them lunch to eat.My mom always feed them but I think they are not Muslims although there claimed to be Muslim but they don’t pray any salah and according to your lectures you said those who doesn’t pray at all they are not Muslim.so my question is should mom stop feeding them?
