The parents must expiate by feeding ten poor Muslims each.

The parents of a grown up (now) when he was a child took a pledge to make him learn Quran by heart after his recovery from illness. The person did not learn the Quran. Is there a kuffara? Who has to bear the kuffara? Parents or the person himself.

There is a greater need for water than for food because of the drought in Somalia. So he wants to know it its permissible, if he can use the money required to feed 10 people for buying water.
