ANSWER:

You can recite it throughout Ramadan and even during the other months but should say it more during the last 10 nights of Ramadan.

The du’a ‘Allahumma innaka afuwun tuhibbul afwa fa’fu anni’ is only for the 10 days of night of decree or can be use outside of Ramadhan?
