ANSWER:

This is not true. 

There has to be a proposal from the father to the groom and he must agree to it in the presence of two male witnesses, even if there’s no written contract. 

However, in this day and age it’s best to have this documented on paper to safeguard the bride as well as the groom from any legal hassles.
