ANSWER:

Being alone in seclusion with a non mahram man is not permissible.

But if it is not in seclusion and it is in the open air and he is not alone with her, this seems permissible.

Sheikh, in Bangladesh we have many Rickshaws. Is it permissible for a muslim woman to ride in a Rickshaw on her own or does this fall under being in seclusion with the Rickshaw puller? Please note that the front of the Rickshaw is always completely open.
