ANSWER:

These are two separate things. 

If you missed your isha, this is mandatory to perform and make up providing the reason it was skipped was legitimate such as over sleeping.

Witr is a voluntary prayer and not mandatory.

Sheikh, do I need to offer witr also along with four rakahs of isha when I offer qaza namaz for isha???
