ANSWER:

If it’s a thick substance which would prevent water from reaching the skin, you must remove it before making wudu. If it’s like oil and it wouldn’t form a layer, in this case just rubbing water in while doing wudu is sufficient. 

sheikh, can I use lotion or cream on skin, or are those barriers to wudu?
