ANSWER:

If your father rejects MANY good proposals without any justifiable reason, you can approach the muslim Qadi and he will look into your case and decide. But if he only rejected this particular suitor, you can’t marry him without his consent as this is his right in Islam and you must obey him. 

Sheikh can a divorced muslim women get married again without the consent of her father if he only keeps giving excuses after excuses.
