Lower your gaze and don’t look!

Salam sir i m currently studying in malaysia the environment over here is weird most of the studies is to be involved with the opposite gender and since ramadan is coming i want to make sure i don t even look at a girl most of them wear shorts what should i do?

Is that person comes under the heading of khabees?? he offers his prayers 5 times a day and every time repents for his sins.
